Taobao Consolidation to Taiwan: What the Tax Comes To

Taobao consolidation is where the largest share of Taiwan's cross-border parcels come from, and where the tax is most often underestimated. Two things cause it: the consolidation fee counts towards the customs value, and boxing several orders together combines their values against a threshold that is not a deduction.

The consolidation fee is part of the customs value

This is the mistake that produces most of the unexpected Taobao tax bills. The international leg of a consolidation service is freight, and freight is a statutory component of customs value.

Domestic Chinese freight is included because it is a cost of getting the goods to the point of export. Taiwan-side delivery is not, because it happens after import.

A worked example

Items totalling NT$1,760, consolidation freight NT$450, insurance NT$20:

Two things to notice.

The items alone were under NT$2,000. Freight pushed the consignment over. Judging the threshold on the item price would have predicted zero tax.

The tax is on NT$2,230, not on the NT$230 above the line. The threshold is not a deduction — see The NT$2,000 de minimis threshold.

Consolidation cuts both ways

The customs value of a consignment is calculated on a combined basis, so a box is one consignment regardless of how many orders went into it.

Neither is universally better. Separate shipping preserves the exemption but burns counts and costs more freight; consolidation saves freight but may cross the threshold.

The deciding factor is usually how many exemption counts remain. With twelve per year and none carried across half-years, they run out faster than people expect — see Taiwan's six-time rule.

One useful asymmetry: a consignment that will be taxed anyway does not consume a count. Once a box is certain to exceed the threshold, adding more items to it costs nothing extra in allowance.

Apparel is the category where Taobao orders most reliably attract duty, because chapter 61 and 62 have no zero-rated lines at all. Electronics and toys are much more likely to be duty-free — but zero duty still leaves 5% business tax once the consignment exceeds the threshold.

What cannot be shipped

Two separate restrictions apply.

Cannot travel by express courier under the air express consignment rules: prohibited items, controlled items, goods infringing intellectual property, fresh agricultural and livestock products, live plants, and protected wildlife and their products.

Cannot be imported at all, or need prior approval, regardless of shipping method. Wireless devices need type approval before arrival, and several product categories need commodity inspection — neither can be obtained after the goods land.

  3. Check the category rate — apparel is always taxed, electronics often not
  4. Check for restricted items before they reach the warehouse

Categories that need approval before arrival

Separate from tax, and the reason a Taobao box is most often refused rather than merely charged.

None of these can be obtained after the goods arrive. They are prior approvals, so discovering the requirement when a parcel is held means return rather than remedy — and return freight from a consolidation warehouse frequently exceeds what the items cost.

The categories most often bought on Taobao and most often refused are chargers, power banks and small wireless devices, precisely because they look like ordinary consumer goods.

Why the declared value gets questioned

Consolidated consignments attract valuation scrutiny more than direct purchases, for a structural reason: the box contains many items from many sellers, and the declaration is assembled by the consolidator from what you entered.

Three things reduce the risk:

Declare what you actually paid. A consolidator's form usually accepts whatever value you type. Entering a lower figure is a false declaration made by you, not by the service.

Keep the order records. Taobao order histories are the evidence that supports the declared amount, and they are much easier to export at the time of purchase than months later.

Expect scrutiny on high-value or brand-name goods. Where a declared amount is far below the recognised market price for a branded item, Customs will ask, and intellectual property questions may follow separately from the valuation one.
