Importing Supplements to Taiwan for Personal Use: The Limits
Supplements are among the most frequently held personal imports, and quantity is usually not the reason. The 12-and-36 rule is easy to satisfy; the ingredient question is the one that stops shipments, and it does not care how many bottles you ordered.

Two limits, both of which must hold
For tablet and capsule foods, the exemption from applying for food import inspection is subject to two limits at once:

Both must be satisfied. Three types of 12 each comes to 36 and is acceptable. Two types of 18 also comes to 36 but breaches the per-type limit and is not.
This is the arithmetic people get wrong: the total is the easier constraint, and the per-type limit is the one that catches a bulk purchase of a single product.
Form governs, not purpose
The rule attaches to the physical form of the product, not to what it is for.

A shopper thinking in terms of "supplements" will misjudge this repeatedly, because a single shopping basket routinely contains items on both sides of the line.
Ordinary foods follow a separate rule

Note that the ordinary-food test is value and weight, not unit count. A heavy but cheap consignment can breach it on weight alone while remaining well below the value ceiling.
Ingredients are the real barrier
This is not a quantity question. A single bottle containing a controlled ingredient cannot be imported, and the 12-and-36 rule is irrelevant to it.
Common causes:
- Ingredients regulated as pharmaceuticals in Taiwan but sold as supplements elsewhere
- Botanical extracts permitted in the source market and restricted here
- Products making claims that place them under a different regulatory regime
- Hormonal or hormone-adjacent ingredients
The source market's regulatory position tells you nothing about Taiwan's. A product freely sold in a US or Japanese pharmacy may fall under pharmaceutical control here purely on composition — see Shipping from Japan to Taiwan for how the quasi-drug category behaves.

What happens when a consignment exceeds the limits
The exemption is lost, which leaves two options: apply for food import inspection, or return the goods.
Storage is the cost people underestimate. A supplement order worth NT$3,000 held for two weeks can accumulate storage consuming most of its value, and the decision on what to do is often made after that cost has already been incurred.

Personal use means personal use
Quantity limits exist for personal consumption. Any act of sale makes you an importer under the food legislation, with the accompanying obligations: business registration, product notification where applicable, and Chinese labelling.

The tax question is the small one
Duty on supplements varies by classification, and business tax at 5% applies once the consignment exceeds the exemption threshold.
But the tax is rarely what determines the outcome. A supplement consignment that clears pays a modest amount; one that does not clear costs the goods plus storage plus return freight. The effort is better spent on the ingredient and quantity questions than on estimating duty precisely.

Planning an order that clears
The limits interact in ways that reward planning the basket rather than the total.
Spread across types rather than depth in one. Twelve is the ceiling per type, so an order of three types at twelve each reaches the maximum 36. An order of two types at eighteen each reaches the same total but fails. Buying variety is not only more useful, it is what the rule permits.
Split large orders across separate imports rather than separate boxes. The 36-unit limit applies per import. Two genuinely separate purchases weeks apart are two imports; two boxes shipped together are one. Watch the mixed basket. A single order containing capsules, protein powder and a packaged drink spans two rule sets. The capsules count against 12/36; the powder and drink count against the ordinary-food value and weight test. Neither limit sees the other, and a basket can breach one while comfortably inside the other.
Keep the product pages. If a consignment is queried, the composition listing from the seller is what answers the ingredient question. Retrieving it months later from an overseas retailer is markedly harder than saving it at the time.
Why this category is held so often
Supplements combine every factor that makes a personal import fragile:
- A regulatory boundary that differs between markets, so the source country's position misleads
- Two separate limit regimes that depend on physical form
- Ingredients that are the actual constraint but are invisible in the product name
- Low unit value, so storage quickly outweighs the goods
None of these is individually difficult. Together they mean a shopper who checks only the quantity — the most visible rule — has checked the least decisive one.
