US to Taiwan Shipping: Direct vs Forwarder, and the Tax

The choice between shipping direct from a US platform and routing through a forwarding warehouse is not only about freight. It changes how the customs value is judged and how many exemption counts you spend, and the right answer flips depending on order size and how much of your allowance is left.

US sales tax and Taiwan import tax are unrelated

They are two independent systems and neither offsets the other. Whether you were charged state sales tax at checkout has no effect on what Taiwan Customs assesses.

Direct shipping versus a forwarding warehouse

Direct shipping suits small orders while you still have exemption counts. Each consignment is judged separately, so several orders below NT$2,000 can each clear duty-free. Freight is higher but the tax saved can exceed it.

The freight trap on direct shipping

This is the most common miscalculation for US purchases. Platform international shipping to Taiwan is often expensive relative to the item, and it counts towards the customs value.

An item at NT$1,700 with NT$450 of shipping has a customs value of NT$2,150 — over the line, and taxed on the full NT$2,150 rather than the NT$150 above it.

Apparel and leather goods have no zero-rated lines at all. Clothing and bags are the two categories where a US order most reliably produces a tax bill, and where the rate is highest.

Electronics are the opposite case — nearly half of chapter 85 is zero-rated — but they raise a separate issue. Wireless devices need type approval before import, which cannot be obtained after the goods arrive.

Returns

Duty and business tax are assessed when goods are imported. Returning an item to the seller does not automatically reverse them.

There is a procedure for recovering tax on returned goods, but it involves documentation and a separate application. For a typical personal consignment the effort usually exceeds the amount recoverable, which makes getting the order right the first time worth more than any refund route.

Before you order

  1. Add freight before judging the threshold — this is where most US orders go wrong
  2. Check the category — apparel and leather are always taxed, electronics often are not
  3. Decide direct versus forwarder based on order size and remaining counts
  4. Check type approval for anything with wireless functionality
  5. Complete EZ WAY authentication before the parcel ships

Electronics and type approval

Electronics are attractive from the US because roughly half the tariff lines are zero-rated — but duty is not the constraint that matters for them.

Anything with wireless functionality needs type approval before import. Phones, laptops, tablets, routers, smart-home devices, wireless headphones and drones all fall within scope. The approval is a prior requirement, so it cannot be obtained once the goods are at Customs.

The US-market variant case is the one that surprises people. A device sold globally may use different frequency bands in its US configuration, and approval attaches to the specific configuration rather than the product name.

Checking before ordering costs nothing. Discovering it afterwards means return freight on an item that cannot enter.

Returns, warranty and replacements

US retailers accept returns readily, which creates a tax question Taiwanese buyers rarely anticipate.

Duty and business tax are assessed at import and are not reversed automatically when goods go back. Recovery requires a separate procedure with supporting documentation, and for a typical personal consignment the effort exceeds the amount.

Warranty replacements raise the same issue in the other direction: a replacement unit shipped from the US is a fresh import, assessed again on its own customs value, even though the original was already taxed.

Two consequences worth planning around:

Sale events and the exemption count

US retail concentrates heavily around Black Friday, Cyber Monday and Prime Day, and that concentration interacts with the twelve-consignment annual allowance.

Several orders placed across a single sale weekend, each shipping separately and each below NT$2,000, can consume half a half-year's allowance in a few days. The saving on those consignments is real, but it is drawn from a limited pool.

Where the sale falls relative to the half-year boundary is worth checking. November and December purchases draw on the second-half allowance, which resets on 1 January — so a January order starts fresh regardless of how many consignments arrived in the preceding weeks. Deferring a non-urgent item across that boundary costs nothing but patience.

Frequently asked questions

Does US sales tax reduce my Taiwan import tax?

No. State sales taxes in the US and Taiwan import taxes are independent systems that do not offset each other. Taiwan assesses duty and business tax on the customs value regardless of what was charged at checkout.

Is direct shipping or a forwarding warehouse better?

It depends on order size and remaining exemption counts. Direct shipping is judged per consignment, so several small orders can each stay below the threshold. A forwarder consolidates, combining values but consuming only one count and saving freight.

Why do my clothes always get taxed?

Because apparel has no zero-rated tariff lines. Both chapter 61 knitted and chapter 62 woven apparel run between 10.5% and 12%, with a zero-rated share of 0%. Clothing is among the highest-taxed categories a personal shopper is likely to import.

The item was cheap but I still got a tax bill — why?
